‘The Electrical Appliance and Material Safety Law’ (or ‘Denan’ law) came into effect on 1 April 2001 and replaced the old ‘Dentori’ Law.
‘Denan’ law is administered by Japan’s Ministry of Economy, Trade and Industry (METI), which was formerly known as the Ministry of International Trade and Industry, (MITI).
The old ‘Dentori’ law divided products into ‘Category A’ and ‘Category B’. By contrast ‘Denan’ law divides products into ‘Specified Products’ or ‘SPs’ and ‘Non-Specified Products’ or ‘NSPs’.
SPs must be assessed by a Conformity Assessment Body (CAB), such as JET and Cosmos in Japan, which have been accredited by METI. (JET and Cosmos are both part of the Nemko Direct international agreement scheme for ‘one-stop’ certification.) The Conformity Assessment Body will issue a Certificate of Compliance (COC) authorising the use of the ‘PSE in a Diamond’ mark, which is a mandatory requirement for all SPs marketed in Japan.

NSPs do not have to be evaluated by a CAB but may be self-certified in a similar way to products falling under the Low Voltage Directive (etc) within the European Economic Area. NSPs must also bear the ‘PSE in a Circle’ self-declaration mark.
In addition to the above, those exporting products to Japan (whether SPs or NSPs) must appoint a Japanese based body, known as a ‘reporting supplier’, to take responsibility for the safety of the product(s).

‘S’ mark certification for Japan
